 Randy also made the following comments:

"The third paragraph of Secretary McGinty's letter represents a significant change in DEP enforcement policy, which all operators should be aware of. DEP enforcement staff can no longer  threaten operators with personal monetary penalties for minor violations as they have in the past; they must first issue an Order, and the Order must then be violated before any penalty can be imposed.  Operators should also be aware that all Orders can be appealed and DEP must prove that they are valid under "normal" rules of law: strict liability does not apply to Orders."

 Entech Engineering, Inc. Strengthens Its Presence in Lancaster County, Southeastern Pennsylvania

 Reading, PA — March 1, 2008 — Entech Engineering, Inc., establishes a new office in Lititz, Lancaster County, Pennsylvania. The primary goal of this office is to continue to provide unrivaled service to Entech’s existing Lancaster County client base while providing a local presence for future business development efforts throughout the region. This office joins the complement of Entech’s Pennsylvania offices in Pottsville, Schuylkill County; Mountaintop, Luzerne County; and our corporate headquarters in Reading, Berks County.

 The Lititz, Lancaster County Office will be anchored by Scott M. Carl, Sr., a Principal of Entech and a graduate of Alvernia College. Mr. Carl has 22 years of engineering, project management, and construction management experience. He has been Entech’s primary Project Manager of choice for large water and wastewater design and construction projects due to his successful history with large, challenging projects. Mr. Carl is responsible for the day-to-day supervision of engineers, designers, drafters, and contractors, as well as the business development efforts for Entech’s Civil/Environmental Resources Group. To date, he has successfully managed over 300 water and wastewater projects including seven major projects with multi-million dollar design fees and construction fees totaling nearly $150 million.
