BIOSOLIDS GENERAL PERMIT COMMENTS NEEDED TO DEP

Information about the comment period on the biosolids general permits, and on the MABA/PWEA biosolids public acceptance program can be found in the link below.

PWEA COLLECTION SYSTEM COMMITTEE SEEKING NEW MEMBERS

The PWEA Collection System Committee has formed Eastern & Western subcommittees to make it easier for collection system operators, engineers and vendors to get more involved.  The Eastern group had their first meeting at LASA (Lancaster Area Sewer Authority) on December 8.  We filled our speaker slots for PennTec 2009 (Lancaster Host Resort) and started planning a luncheon seminar on Funding.

The Collection System Committee is a group of professionals who work in collection systems or for collection systems.  We meet to discuss mutual problems and issues facing Pennsylvania collection systems, and network to address those.  We also work toward providing educational opportunities for other collection system people.

 Both the Eastern & Western groups are looking for more members.  If you would like to attend a meeting, please email Jeff Cantwell: jcantwell@flowassessment.com.  Our next meeting is planned for January 15 in West Chester.

CERTIFICATION ISSUES MEETINGS

IMPORTANT

PA DEP will be holding THREE Public Hearing Meetings (December 1st, 2nd and 15th) to receive public and committee member input on training and compliance assistance for Operator Certification issues.  Please follow this link for a copy of DEP letter to EPWPCOA providing additional details of time (10 AM - 1 PM) and locations.


NEW LOGO DESIGN

EPWPCOA  2008 LOGO CONTEST

Thanks to all of you who submitted a logo for consideration. We received many interesting logos and appreciate your interest in the Association and water quality in eastern Pennsylvania.

The Board of Directors has tasked the Executive Committee with reviewing the logos and making a recommendation to the full Board. The Board will then make a decision if the logo is going to change and which logo will be selected. If the logo does not change from the current logo, the Board has agreed to select a logo for the $250 prize.

The final decision and winner will be posted on this site, so stay tuned……!

 Randy also made the following comments:

"The third paragraph of Secretary McGinty's letter represents a significant change in DEP enforcement policy, which all operators should be aware of. DEP enforcement staff can no longer  threaten operators with personal monetary penalties for minor violations as they have in the past; they must first issue an Order, and the Order must then be violated before any penalty can be imposed.  Operators should also be aware that all Orders can be appealed and DEP must prove that they are valid under "normal" rules of law: strict liability does not apply to Orders."
